Mr. Sieng Makara
Senior Program Manager
Sieng Makara holds a Master of Social Work and a Bachelor’s degree in Sociology from the Royal University of Phnom Penh. With over a decade of experience, he is a skilled Program Manager in social work, governance reform, community mobilization, and program management. He has led various projects, including education and health initiatives in rural schools, developing training programs on child rights, and implementing literacy initiatives. Makara has also mentored teachers, advocated for early childhood education, and focused on monitoring, capacity building, and impact assessments. Notably, he contributed to the “Innovation for Social Accountability in Cambodia (ISAC)” project, driving social accountability efforts with Youth.

Mr. San Borey
Project Coordinator
San Borey is a Project Coordinator at the Youth Council of Cambodia (YCC), with a background in social work, project management, and youth empowerment. He has spent two years actively involved in advocacy work aimed at promoting decent working conditions and enforcing labour laws in Cambodia. Most importantly, he empowers young people to navigate the implementation of the National Social Security Fund (NSSF) and exercise their rights in the workplace. One of his achievements includes participating in the 12th World Forum for Democracy held at the Council of Europe in Strasbourg, France, where political decision-makers and activists come together to discuss solutions to key challenges facing democracies worldwide.
His career with YCC began in May 2023, where he was responsible for overseeing and monitoring the progress of multiple projects: Strengthening Transparency and Accountability in Local Governance Through Civic Engagement (STA Project) and Stimulating Participation and Civic Engagement (SPACE Project). Borey specializes in collaborating with NGO partners and sub-national governments to enhance accountability and transparency in local governance, fostering collective efforts by involving all stakeholders in the decision-making processes. He is currently responsible for coordinating and overseeing the following projects: Partnership to Act on Climate Change and Environmental Protection (P2ACE) in Siem Reap and Stung Treng Province, Youth Political Empowerment (YPE) in Stung Treng, and the PlasticSmart project in Kampong Cham Province.

Ms. Ly Souyi
Admin and Finance Officer
Souyi holds a bachelor’s degree in Finance and Banking from Phnom Penh International University (PPIU) and Certificate II, ASEAN Level I in Travel Agency Operations from École d’Hôtellerie et de Tourisme Paul Dubrule.
In addition to her academic qualifications, she has completed various professional training course including the CFRS for NFPEs Training from ACAR.
She has more than 4 years of experience managing the program expenses related to finance, logistics, human resource, procurements, events planning and organization, program’s filing and the overall administrative supports of the program. She also experienced to produce the narrative financial report to donors, including Transparency International and Action Aid International, and also she has demonstrated expertise in financial management, organizational support, and administrative coordination.

Mr. Svay Munimaredy
Project Officer
Mr. Svay Munimaredy, Plastic Smart and ISAF Program Officer
Kampong Chhnang and Kandal Province
Maredy received bachelor’s degree in English Literacy from Western University. Additionally, he received numerous short courses on topics such as waste management, climate change mitigation, social accountability, public resource governance, team development, advocacy skills, community facilitation, community leadership, law of Commune/Sangat Administration, and good governance and democracy. He has more than 4 experiences facilitating the implementation of social accountability framework (ISAF) and the Innovation Social Accountability in Cambodia (ISAC) in Bati district of Takeo province and Khan PreK Pnov in Phnom Penh City. He also experienced to implement the program of youth entrepreneurship network in Kampot city.

Mr. Im Chorven
Project Manager
Mr. Im Chorven, Local Right Project Manager
Koh Kong, Kampot and Preah Sihanouk province
Chorven graduated from Pannasastra University of Cambodia with a bachelor’s degree in business administration. He has managed governance and democracy reform, public resource governance, business, education, and climate change programs for more than 8 years in both domestic and foreign non-governmental organizations.
